Bryan Reece has over 28 years of community college experience, including 19 years of teaching experience. He began his career as a full-time faculty member at Cerritos College, followed by a range of administrator positions at Cerritos and Crafton Hills College. Prior to his presidency at Norco College, he was vice president of Instruction, held two dean positions, and served as the Academic Senate president.
Dr. Reece received his bachelor’s, master’s and Ph.D. in Political Science from the University of Southern California. He is an awarded professor and a published author. He resides in Murrieta with his wife, Kathi, and has three grown daughters.

Ms. Julie A. Padilla is the Program Director for the Riverside Community College District’s Procurement Technical Assistance Center program. The RCCD PTAC provides free, personalized services to businesses wanting to sell their goods and/or services to the Government on a local, state, or federal level. The Riverside PTAC has served Riverside and San Bernardino county county businesses since 1996. Julie has worked in Government Procurement for over 17 years, and has been with the Riverside program since 2008. Julie is a member of the Association of Procurement Technical Assistance Centers (APTAC) and the Department of Defense Western Regional Council for Small Business Education and Advocacy. She has a bachelor’s degree in Business Administration with a major in Marketing and a master’s degree in Communications with a major in Public Relations.

Mr. Prisco Eric Ravelli is the Deputy for Small Business Programs at U.S. Army Corps of Engineers, Los Angeles District. The Los Angeles District provides world class engineering solutions and project management services that respond to the needs of the nation, the environment and the public, including: Planning, designing, building and operating water resources, designing and managing the construction of military facilities for the Army and Air Force, and providing design and construction management support for other federal agencies. Prior to joining the Corps, Mr. Ravelli held positions as Small Business Program Manager for the Department of Veterans Affairs, Business Opportunity Specialist for Small Business Administration, Economist for the Bureau of Labor Statistics, and Benefits Analyst for Willis Towers Watson. Mr. Ravelli holds a M.S. in Marketing Management and B.A. in Economics from UMUC and Rutgers University respectfully.

Matt Zweier currently serves as an Outreach Liaison and SB/DVBE Advocate with the California Department of General Services. He educates business owners throughout California about the benefits and opportunities of pursuing a Small Business (SB) certification or Disabled Veteran Business Enterprise (DVBE) certification, and ensures they can access their share of state contracts. Matt previously worked in the California State Assembly and California State University system. His background is in communication, education, and government. He holds a Master’s degree in Communication Studies from San Jose State University.

Ural Yal has more than 21 years of experience in oversight of several heavy civil construction projects California. As District Manager, he overseas Flatiron’s interests in over $2.5 billion in construction projects. In this capacity, he facilitates collaboration between all stakeholders, engages in ongoing partnering with clients, and helps to ensure that the team has the right staff, equipment, and resources to successfully meet project goals.

For over 15 years Teresa Maxwell has worked in the construction industry focusing on outreach communication programs on transportation projects with SBE/DBE/WBE/MBE/etc. participation goals. She coordinates with diversity councils, small business owners, state, federal, private agencies and other community stakeholders. Her current position as DBE compliance manager at Skanska Civil includes $3 billion dollars of work on the Metro Westside Subway Extension Section 1, the Metro Regional Connector Transit Corridor and the City of LA Sixth Street Bridge Replacement project. Teresa is proud of her role outreaching to the local, small and disadvantaged business communities in the Los Angeles region. Teresa graduated from Cal Poly Pomona with a Bachelor’s of Science in Business Administration, Management & Human Resources, and is a Master of Arts candidate at the University of Southern California’s Strategic Public Relations program.

Jeff Holmes has worked at RQ Construction for 10 years. For his first five years with RQC, he worked as an Estimator: and since, as the Small Business Program Manager. His responsibilities involve managing the small business department, which includes supply chain development, outreach to small businesses, compliance reporting to government stakeholders, and proposal writing.
